Victor's Vinbar on Skovveien is the Frogner outpost of a small family-run trio of neighborhood wine bars, and it nails the folkelig brief: an unpretentious, all-ages living-room feel with a broad, approachable list meant to give you a bit of a holiday mood any time of year. It's a genuine local favourite (consistently high ratings) rather than a wine-geek pilgrimage, which is rather the point. Go for an easy glass and good company in a posh part of town without the stiffness.
